Without such a plan, Abu Dhabi may have been able to become a significant business centre in the Middle East, but it would also fall subject to the same messy and congested urban sprawl that has afflicted its sister city, Dubai, said Falah Al Ahbabi, the general manager for the Abu Dhabi Urban Planning Council.
